Clinton Township Murder Suspect Previously Arrested in New Baltimore for Attacking Victim

A 47-year-old woman, who was found dead last weekend in Clinton Township, reported a domestic assault last fall against the suspect in New Baltimore, police said Tuesday.

Jackie Neumann's report against Joseph Pagan led to his arrest for felonious assault and crack cocaine possession, New Baltimore Police Chief Tim Wiley told Patch. Pagan was charged Tuesday with first-degree murder and first-degree criminal sexual conduct for Neumann's death, Channel 7 reported.

In September 2012, Neumann came into New Baltimore's police station on Green Street after being in the car with Pagan of Casco Township. 

"The domestic assault occurred while they were operating a motor vehicle through the city," said Wiley, emphasizing the importance of a 24/7 station, which the department has had since opening its new location.

He was placed on probation in October, but Neumann continued to keep in touch with him, Channel 7 reported. Pagan, who is disabled, initially hired Neumann to be his caregiver before they began dating, The Daily Tribune reports. 

Neumann's ex-husband and father of her 11-year-old son told the newspaper that Pagan threatened to kill her and the child in the past--a threat he reported to the police in his hometown of Grosse Pointe Farms. Police there sternly warned Pagan to leave the family alone, he said. 

The victim's body was found Saturday evening on Rosedale in the Rudgate Mobile Home subdivision in the Groesbeck and Metro Parkway area. Her cause of death has not been released. 

Pagan was arrested Monday in Detroit and is being held in Macomb County Jail, according to the television station.

Clinton Township police were not immediately available for comment Tuesday regarding this case. 

Neumann's family and friends told media outlets she was remembered for her kindness, including dedication to volunteerism and her recent honor as "best swim mom" for supporting her son's team.
